The Office of the General Counsel is comprised of six attorneys and four staff members.

Louis Lessem
Vice President and General Counsel

Louis Lessem has been Vice President and General Counsel for Wayne State since 1997.  He was Associate General Counsel from 1994 to 1997 and Assistant General Counsel from 1988 to 1994. Mr. Lessem received both his undergraduate degree, magna cum laude, and his law degree, cum laude, from the University of Michigan.  Mr. Lessem is the chief legal advisor to the Board of Governors, President, senior administration, deans and faculty on higher education legal matters, including governance, legal, strategic and policy concerns. He determines the legal strategy for the University in litigation.  He supervises the Office of the General Counsel, the Office of Labor Relations, the Office of Equal Opportunity and the Office of Internal Audit.

Prior to coming to Wayne, Mr. Lessem served as Executive Director of Michigan Legal Services; and in legal services programs in Indiana and Pennsylvania.

     

 

Laura W. Johnston

Laura Johnston has been with the Office of the General Counsel since 1998.  She is a graduate of Oberlin College and has a law degree from the University of Michigan.  She works primarily in the areas of intellectual property and research support, reviewing and negotiating a wide range of agreements with sponsors, collaborators, licensees and vendors, as well as consulting on issues relating to patents, copyright, trademarks, library acquisitions, publishing activities and software purchasing and development.

Ms. Johnston came to Wayne State from Comshare, Inc., where she was Senior Counsel.  Prior to that she was an associate with Clark, Klein and Beaumont practicing in the employee benefits area.

 

     

 

Linda M. Galante

Linda Galante joined the Office of the General Counsel in 2008.  She is a graduate of University of Michigan-Dearborn and has a law degree, cum laude, from Wayne State University. She represents the University in a wide variety of litigation and administrative matters; handles student affairs issues, including participation in the Student Update and Information Team (S.U.I.T), which assists the University in responding early and consistently to potential student behavior concerns; assists in ensuring compliance with the Clery Act; and provides advice to University personnel on legal issues relevant to higher education.

Prior to coming to Wayne State, Ms. Galante specialized in litigation and appellate work with DeNardis, McCandless & Miller; Morgan & Meyers; and Dykema Gossett.

     

 

Pamela R. Galloway

Pamela Galloway came to the Office of the General Counsel in 1994.  She is a graduate of the University of Michigan and has a law degree from Wayne State University.  Ms. Galloway represents the University in a wide variety of transactional matters, including real estate, affiliation agreements and worker’s compensation.  She is an advisor and member of several University committees, including the Human Investigations Committee, and the Loss Prevention Committee.

Prior to coming to Wayne State, Ms. Galloway worked as Assistant City Attorney for the City of Highland Park, Michigan and as a staff attorney for Wayne County Neighborhood Legal Services.

     

 

Amy Stirling Lammers

Amy Lammers joined the Office of the General Counsel in 2009. She received both her undergraduate degree, Bachelor of Arts in Political Science, summa cum laude, and her law degree, from Wayne State University.  Ms. Lammers represents the University in a wide variety of litigation and administrative matters.

Before joining the OGC, Ms. Lammers served as Acting Director and Equal Opportunity Specialist in the Office for Equal Opportunity for two years. While in private practice, Ms. Lammers specialized in civil rights, employment and labor law, representing individuals in police misconduct, discrimination and harassment cases. She also has experience representing employers in employment litigation, and has represented management in grievance arbitration proceedings, state and federal court.

     

 

 

Amy Rodriguez

Amy Rodriguez joined the Office of the General Counsel in 2010. She received both her undergraduate degree and law degree from the University of California at Berkeley. Ms. Rodriguez represents the University in all variety of transactional matters.

Before joining the OGC, Ms. Rodriguez practiced as an associate at Adler & Colvin exclusively representing tax-exempt organizations in all areas of nonprofit tax and corporate law. Prior to that, Ms. Rodriguez practiced as an associate at Cooley LLP representing both emerging and public companies in a variety of matters, including financing activities, SEC reporting and compliance, and mergers and acquisitions.

     

 

Thomas Cavalier

Thomas Cavalier joined the Office of the General Counsel in 2012.  Mr. Cavalier earned his undergraduate degree, with great distinction, from the University of California at Berkeley, and both a master's degree (Philosophy) and a law degree from the University of Michigan.  Mr. Cavalier advised the University on a wide variety of compliance matters.

Before coming to Wayne, Mr. Cavalier was in private practice, where he specialized in business litigation, appellate work and commercial contracts.

Office of Labor Relations

The Office of Labor Relations reports to the Office of the General Counsel. Labor Relations serves as the primary point of contact between the non-academic unions and the University administration. The Office of Labor Relations is the lead negotiator in non-academic collective bargaining agreements. Labor Relations is also responsible for representing the University in non-academic union arbitration hearings, and for providing training and counsel on complying with the contracts and management practices.

Office of Equal Opportunity

The Office of Equal Opportunity reports to the Office of the General Counsel. The Office of Equal Opportunity is responsible for the implementation and enforcement of the University’s policies prohibiting discrimination and harassment. This includes investigation into internal complaints, the preparation of various reports for federal agencies and the Board of Governors, and training.

Office of Internal Audit

The Office of Internal Audit reports to the Office of the General Counsel. The mission of Internal Audit is to provide an independent, objective assurance and consulting activity designed to add value and improve the University's operations. Internal Audit aims to help the University accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
