Office of the General Counsel
The Office of the General Counsel is comprised of six attorneys and four staff members.
Louis Lessem has been Vice President and General Counsel for Wayne State since 1997. He was Associate General Counsel from 1994 to 1997 and Assistant General Counsel from 1988 to 1994. Mr. Lessem received both his undergraduate degree, magna cum laude, and his law degree, cum laude, from the University of Michigan. Mr. Lessem is the chief legal advisor to the Board of Governors, President, senior administration, deans and faculty on higher education legal matters, including governance, legal, strategic and policy concerns. He determines the legal strategy for the University in litigation. He supervises the Office of the General Counsel, the Office of Labor Relations, the Office of Equal Opportunity and the Office of Internal Audit.
Laura W. Johnston
Laura Johnston has been with the Office of the General Counsel since 1998. She is a graduate of Oberlin College and has a law degree from the University of Michigan. She works primarily in the areas of intellectual property and research support, reviewing and negotiating a wide range of agreements with sponsors, collaborators, licensees and vendors, as well as consulting on issues relating to patents, copyright, trademarks, library acquisitions, publishing activities and software purchasing and development.
Linda M. Galante
Linda Galante joined the Office of the General Counsel in 2008. She is a graduate of University of Michigan-Dearborn and has a law degree, cum laude, from Wayne State University. She represents the University in a wide variety of litigation and administrative matters; handles student affairs issues, including participation in the Student Update and Information Team (S.U.I.T), which assists the University in responding early and consistently to potential student behavior concerns; assists in ensuring compliance with the Clery Act; and provides advice to University personnel on legal issues relevant to higher education.
Prior to coming to Wayne State, Ms. Galante specialized in litigation and appellate work with DeNardis, McCandless & Miller; Morgan & Meyers; and Dykema Gossett.
Pamela R. Galloway
Pamela Galloway came to the Office of the General Counsel in 1994. She is a graduate of the University of Michigan and has a law degree from Wayne State University. Ms. Galloway represents the University in a wide variety of transactional matters, including real estate, affiliation agreements and worker’s compensation. She is an advisor and member of several University committees, including the Human Investigations Committee, and the Loss Prevention Committee.
Amy Stirling Lammers
Amy Lammers joined the Office of the General Counsel in 2009. She received both her undergraduate degree, Bachelor of Arts in Political Science, summa cum laude, and her law degree, from Wayne State University. Ms. Lammers represents the University in a wide variety of litigation and administrative matters.
Thomas Cavalier joined the Office of the General Counsel in 2012. Mr. Cavalier earned his undergraduate degree, with great distinction, from the University of California at Berkeley, and both a master's degree (Philosophy) and a law degree from the University of Michigan. Mr. Cavalier advised the University on a wide variety of compliance matters.
Before coming to Wayne, Mr. Cavalier was in private practice, where he specialized in business litigation, appellate work and commercial contracts.
Sarah A. Luke
Sarah A. Luke joined the Office of General Counsel in 2014. She represents the University in a wide range of matters with a focus on labor and employment and student affairs. She earned a bachelor's degree in psychology from the University of Michigan, Ann Arbor, where she was an Angell Scholar and active in the Michigan Community Scholars Program. Ms. Luke is a graduate of the University of Michigan Law School.
Prior to joining the office, Ms. Luke served as Senior Assistant General Counsel at Rutgers, the State University of New Jersey, and as a labor and employment associate at the law firm of Warner Norcross and Judd LLP in Grand Rapids, Michigan.
Julie A. Rajzer
Assistant General Counsel
Julie A. Rajzer joined the Office of the General Counsel in 2014. She received her Bachelor of Science in Computer Science from the University of Michigan, Ann Arbor and her law degree, cum laude, from Michigan State University College of Law. Ms. Rajzer represents the University in a wide range of matters with a focus on transactional and intellectual property (IP) matters.
Prior to joining the Office of the General Counsel, Ms. Rajzer was the Intellectual Property and Contracts Administrator for the University’s Technology Commercialization office where she advised and assisted in the protection of the University’s IP, negotiated and managed the contractual agreements for the University’s IP, negotiated IP terms in research agreements, and managed the transfer of research materials in and out of the University. Prior to coming to Wayne State, she was an associate at both Butzel Long and Clark Hill PLC practicing primarily IP law.

Office of Labor Relations
The Office of Labor Relations reports to the Office of the General Counsel. Labor Relations serves as the primary point of contact between the non-academic unions and the University administration. The Office of Labor Relations is the lead negotiator in non-academic collective bargaining agreements. Labor Relations is also responsible for representing the University in non-academic union arbitration hearings, and for providing training and counsel on complying with the contracts and management practices.

Office of Equal Opportunity
The Office of Equal Opportunity reports to the Office of the General Counsel. The Office of Equal Opportunity is responsible for the implementation and enforcement of the University’s policies prohibiting discrimination and harassment. This includes investigation into internal complaints, the preparation of various reports for federal agencies and the Board of Governors, and training.

Office of Internal Audit
The Office of Internal Audit reports to the Office of the General Counsel. The mission of Internal Audit is to provide an independent, objective assurance and consulting activity designed to add value and improve the University's operations. Internal Audit aims to help the University accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
